Wilshere , 33, was turned down by the Canaries as they instead opted for former Bristol City boss Liam Manning.
But the retired midfielder has not been deterred - even rejecting the chance to return to the Gunners as an academy coach to keep his options open.
He is now being backed as the favourite for the vacant spot in the hotseat at former Premier League side Luton Town .
The Hatters sacked Matt Bloomfield with the club 11th in the League One table.
The manager left the club with five wins, one draw and five defeats in the league - despite being favourites for promotion before a ball was kicked.
Bookies Coral have listed Wilshere as the odds-on favourite at 4-5 to land the job at Kenilworth Road.
Coral’s John Hill said: "Jack Wilshere is now odds-on to pick up his first permanent managerial job at Luton.
"The former Arsenal and England midfielder has been heavily backed to replace Matt Bloomfield at the Hatters."
However, Wilshere could have competition from former Southampton manager Russell Martin .
The Englishman has just been sacked by Scottish giants Rangers and he has also been tipped with a move to Luton .
Martin, 39, was axed after the 1-1 draw with Falkirk in the Scottish Premiership .
It was the latest dire result in a run that saw the former Swansea City and MK Dons boss win just five of his 17 matches in charge.
Just one of those wins came in the league, with Martin failing to win the other six.
His spell at Ibrox lasted just 123 days - the club’s shortest serving permanent manager.
Martin does have a lot more experience than Wilshere in the dugout but the Rangers disaster will have hurt his reputation.
Especially as it follows on from his sacking at St Mary's in 2024 after winning one Premier League game in 16 attempts.
The Hatters were in the Premier League as recently as 2023 but only lasted one season.
The club were relegated for the second successive season to League One last term.
